The National Knowledge Commission (NKC) recommended that India should aim for a Gross Enrollment Ratio (GER) of 15 percent in higher education by 2015.
At the time of the NKC's recommendations (mid-2000s), India's GER in higher education was relatively low, and the commission stressed the need for substantial expansion in the higher education sector to accommodate the growing youth population and improve access to quality education.

एनकेसी की सिफारिशों के समय (2000 के दशक के मध्य में), उच्च शिक्षा में भारत का जीईआर अपेक्षाकृत कम था, और आयोग ने बढ़ती युवा आबादी को समायोजित करने और गुणवत्तापूर्ण शिक्षा तक पहुंच में सुधार के लिए उच्च शिक्षा क्षेत्र में पर्याप्त विस्तार की आवश्यकता पर बल दिया।
